Summary of the Pull Request

• This PR aim to fix a flyout issue caused by the WinAppSDK 1.6 WinAppSDK upgrade time! (after .84 is verified stable) #34622 (review)
• This will also revert Revert flyout border workaround #24907 since the workaround isn't needed anymore

• Applied the same fix used for Screen Ruler WinAppSDK upgrade time! (after .84 is verified stable) #34622 (review)
• Reverted the W10 workaround

Validation Steps Performed

Tested the flyout with light/dark theme.
