v0.9/ first release

first release of localizr - online and offline mode support, photoset support, and general feature completion
if you use localizr and encounter any issues, please use the issues tab to let me know! due to the nature of the program i haven't been able to test on many different blogs, so the more users, the more compatible it will be. in addition, different ages of blog archive download will be helpful for testing, as i've been testing with one from december 2018.
