-w选项的临时解决方案。去掉了luci-app-udp2raw对udp2raw-tunnel包的依赖，允许用户手动拷贝binary到/usr/bin/udp2raw 。主要考量是udp2raw-tunnel的ipk不跨平台，需要用户自己编译，难度比较大。直接拷贝binary可能反而更容易一些。
加强了找不到udp2raw binary时的错误提示。
