Description
In this PR we improve contribution guides:
main contribution - to contain information on what to expect from our CI that currently fails on external contributions + how to test locally without issues
Workflows blocks creation guide - to provide self-contained and complete step-by-step description of env setup for smooth development
Type of change
Please delete options that are not relevant.
