fac5e7a stopped supporting win8.1

So I removed outdated Windows Updates. Since we stopped supporting Windows 7 and 8.1, these patches are no longer needed. The minimum version is now Windows 10.
Another part: python/cpython-bin-deps#5

MSI installer will now be smaller

Note: need backport to 3.13, skip news

Currently 3.13 is going to allow Windows 8.1 installs, and unless there's a significant security issue we're very unlikely to add anything that would change it. So we won't backport this.

I made a mistake. I thought that #124702 was also backported to 3.13😅
