I suppose we have to explain the emeritus status in https://github.com/nodejs/node/blob/master/GOVERNANCE.md. Especially the fact that they are still collaborators

I think what we should do is add the current and former CTC folks under collaborators so there's only one place you need to look for that info. That was going to be a separate PR though. The more stuff is just obvious that way rather than requiring a text explanation, the better.
