[vscode settings] add git.ignoredRepositories #3196

This is a workaround for microsoft/vscode#103235.

I kept being annoyed that my submodules would open in VS Code, despite turning detection off. This fixes that issue.

Thank you for finding and fixing this! 😻 😻 This was also annoying me, but I didn't know what was causing it.

I pushed a tiny change to sort directories for clarity.
