Image resizer: support HEIC photos

Description of the new feature / enhancement

For best quality, iCloud uploads files that were taken using the HEIC format in that format. However, they are very large and if I want to email or forward such a photo, I need to resize it first.

Image Resizer seems like the perfect tool but it does not seem to recognize .HEIC files. Windows can preview thumbnails and Windows Photos can open them, although I confess I may have installed an add-on driver from the Windows store (can't remember for sure).

It would be fantastic if Image Resizer could process .HEIC files like it does .JPG files, and convert them to .JPG for emailing or sharing.

Scenario when this would be used?

After iCloud uploads photos to the iCloud\Pictures folder on my computer, and I want to share one of the photos, I would like to right-click and select Image Resizer to convert the .HEIC file into a JPG for emailing or sharing.
