Add tooling for code coverage, changelogs, and conventional commits #26

  • Rename LICENSE.txt -> LICENSE
  • Add CodeCov
  • Add README Badges
  • Add standard-version and commitlint
  • Upgrade to grumbler-scripts v5
  • Fix new lint issues. Mostly ignoring to avoid prod impact.
