drm/radeon: add a CS flag END_OF_FRAME

No version bump is required because setting the flag on older DRM has no effect. This only reserves the bit and doesn't use it. I assume we will use it for buffer eviction heuristics. Signed-off-by: Marek Olšák <[email protected]>
