Replaced $5 location assert fee with $10 and removed references to HIPs 69 and 91, as they're not applicable anymore.

Is it worth mentioning $10 translates to 1,000,000 DC? |

That may be a good addition, but then the other items should also have the DC equivalent. I wanted to make this correction with as few other changes as possible, for now. Any of the repo's maintainers are welcome to add the DC values or make any other changes desired, though! |
