Migrate to github actions

Travis + Appveyor are replaced with Github Actions.

Not all combinations are migrated to the initial configuration; corresponding TODOs added.

Drive-by: additional combinations uncovered minor portability problems -> fixed
Drive-by: remove no-longer used "script" files.
