git: provide a help page for git-bash.exe #36

This adds a help page for the Git Bash command, but more importantly, it demonstrates how to add extra help pages in Git for Windows.

For debugging purposes, it is nice to be able to simply remove the
`mingw-w64-git` package from the list of packages to build, and having
e.g. only the documentation packages being built.

This has been asked for a couple of times, but most importantly, this
patch documents (by example) how to add Git for Windows-specific
documentation.

The command-line options of `git-bash.exe` [are now
documented](git-for-windows/MINGW-packages#36)
(call `git help git-bash`).
