* Implement HDF5 ouputs using packet tables (Iowa-Flood-Center#18). Update HDF5 to 1.8.18, that fixes a bug in the High Level Packet Table (PT) API when the datatype is a packed compound type.
* Add begin and end timestamp. Use the timstap to generate recurrent h5. Add attributes to h5 (version, model, issue_time...). Fix the examples to show new features.
