- Migrated the Serverless Framework from v2 to v3
- Bump serverless-iam-roles-per-function to v3.2.0
- Bump serverless-layers to v2.5.4

The serverless-export-env plugin v2.x has a bug that causes circular dependencies and breaks the serverless deployment. I'm currently thinking of a workaround for that. |

Managed to make the deployment work by downgrading the serverless-export-env plugin back to v1.4.0. |
