The [BackgroundEffectBehavior](https://www.noesisengine.com/docs/App.Interactivity._BackgroundEffectBehavior.html) can be attached to Panels, Borders or Shapes to fill their background with the elements beneath, and post-processed with the specified effect, for example a Blur.
