* Run on ubuntu and windows

* Specify the full binary path for Windows

* Make sure to properly print out the parameters

* Do not test for dtypes, as Windows seems not to be consistent with Linux here

* Fix a wrong jvmpath

Normally, jpype is quite good in finding the correct class path.
However, for conda installations on windows server, it seems
to pick up the wrong dll.
