In Cura, the temperature settings are adjusted by first creating your own PLA material setting profile. Do this by clicking Preferences->Configure Cura->Materials. Highlight Generic PLA and press "Duplicate". Now, you can adjust the temperature settings of your custom material profile in the Print Settings tab.
