Update max32670 sdk files

Update MAX32670 SDK driver files to get final updates and fixes.
There are two commits, second commit demonstrate delta, please rebase and merge (not squash merge) to we see delta in future and easily update in future incase of need.

Note we do not squash so delta like this should be in the history if there was commited any previously.

Please fix the commit msg "MAX32670 apply mbeb required changes on peripheral drivers" , I believe it should be mbed instead of mbeb.
