Cannot vote for Linux or Windows feature request issues #2510

Describe the bug

In #204 and #120, users cannot add their votes to the thumbs-up emoji to signal that they want the feature. As a result, user demand is not accurately represented on the feature request issue.

To Reproduce

Be a GitHub user that isn't a collaborator on the Warp repo and try to click the thumbs up to add a vote for the Linux or Windows feature request.

Expected behaviour

Clicking one of the emojis should increase the counter by one. When you try to click the emoji to add your vote, the counter does not increase. This is because the button is disabled due to the conversation/moderation setting.

Further down the list on the Windows feature request they mention this. The Linux issue did not show this message, so I didn't see it before creating this issue.
