In the trunk version of mqc we have this implementation of mqc_init_enc: http://code.google.com/p/openjpeg/source/browse/trunk/src/lib/openjp2/mqc.c#377
In the v2branch of mqc we have the following implementation of mqc_init_enc:

The difference is difficult to explain because she is not documented.
