We need a controlled vocabulary (and database) of institutions both for dcterms:rightsHolder as well as institutionID and instututionCode.

This would mean that you need to create list of all institutions who would like to publish paleo data and that they should be aware of this list (controlled vocabulary) when they publish data. I would say that this is the responsibility of the publisher to use the right Acronym or institut name, and use this consequently. We use these fixed terms for all our INBO (www.inbo.be) datasets

We do not have an institutionID, and are not using the term. If an institute do has an official ID, which is officially registered, this could be used.
--> For physical specimens, the recommended best practice is to use an identifier from a collections registry such as the Global Registry of Biodiversity Repositories (This one can be used if you have the specimens in an official collection)

Is there no existing registry of museums? No consistent URIs for representing museums? Would these need to be minted de novo? The American Alliance of Museums maintains a database of members. A search for AMNH in their database turns up the Alabama Museum of Natural History! A good example of why URIs are needed.

Hi @dennereed there is http://grbio.org/ and indeed, depending on how you register your collection there, you would have a dwc:institutionCode dwc:insitutionID dwc:collectionCode dwc:collectionID, etc. but note that GRBio is a "work-in-progress," not a complete registry of museums. That is the goal.
