One could think of something combined with the Plugin nominations.smx from SourceMod itself.

If the user wants this option active it leaves the Plugin Nominations active in its server and the players can suggest maps, there the suggested maps go to the voting, if the amount of map is not enough it puts the maps first that the players suggested and complete with other random.
