Instead of forbidding the user from deleting the reminder, make the bot warn the creator of the reminder that the remind has been deleted, unless I'm the creator of the reminder.

Additional context

We would like to use the bot as a kind of a request to other users.
Example:
/remind @Someone to bring me water in one minute.

Now I'd like to prevent @Someone from deleting this reminder or If @Someone deletes the reminder, I'd like to be told of this action.
