Add support for JATS reference export

Add support for JATS export of the reference list in the JATS Template Plugin (or integrated equivalent).

Requires a decision and/or integration of the citation tool being implemented by TIB (available as a plugin for OJS 3.3 and 3.4); alternately, requires a decision in favour of a fulltext editor that supports reference management.
