unfortunately there is nothing FancyZones can do because the Parsec app steals all the mouse and keyboard events.
Windows Snap works because it runs at a lower level and processes the keyboard events before they are passed to the app.
Parsec has been added to the list of incompatible apps https://github.com/microsoft/PowerToys/wiki/Application-Compatibility

This occurs because Parsec runs as SYSTEM. FZ works if the Parsec Service is disabled before Parsec itself is started.

This is fine client-side for Parsec, but don't do this host-side. I will ask around on if there's anything we at Parsec can do about it.

This definitely works, but I feel like inputs are a bit more laggy? Is this an expected result by disabling the parsec service?

No. Not running the app as SYSTEM has zero effect on it's performance. It just changes what the app itself is allowed to do.
