Steps to reproduce

I opened Task Manager with shortcut Ctrl + Shift + Esc, and I want to pin it, so that I can see how my computer perform tasks (How much memory, CPU does a task take...). However, I cannot pin it. When I press Win + Ctrl + T (shortcut to pin a window), the Task Manager stop as long as I'm pressing the shortcut (when I release, the app works normally). Only with Task Manager, other applications work well.

✔️ Expected Behavior

Pin Task Manager

❌ Actual Behavior

Task Manager stops as long as I'm pressing the shortcut key to pin.

Task manager always starts as administrator, so you have to use PowerToys in admin mode to pin Task Manager with Always on Top.

In case of Task Manager however there is a always on top option in Task Manger itsself:
