[Mouse Utils] Allow Crosshairs center radius to be 0 px

Description of the new feature / enhancement

Mouse Pointer Crosshairs allows changing the center radius, with a current range of 1 to 500. In my opinion, the minimum value should be 0 pixels.

Scenario when this would be used?

When the user wants to create a cross on their screen without any center for very precise situations. Also I don't see any reason why it couldn't be 0, so why not give users the option.
