In m2 today, it's possible for an extension developer to target layout on specific pages by scoping layout XML modifications to specific handles.

Need to make sure we have parity in some way with this functionality.

My 2cts on this: it would be great to also include ways to define custom handles easily to match some « PWA » criteria. In Magento there are customer_logged_in and customer_logged_out handles. In a PWA context, having handles allowing to target device_offline, device_online or even connexion_slow would be awesome!
