toggle buttons (Ctrl, Alt, Shift, Win) remain enabled (shows blue line) while they aren't

Describe the bug
If you click on one of toggle buttons (Ctrl, Alt, Shift, Win) and then close the keyboard, when reopened it'll still show blue line as enabled but it isn't

To Reproduce
Steps to reproduce the behavior:

1. Open keyboard
2. Click one of "Alt", "Shift", "Windows" or "Ctrl" button
3. Close the keyboard
4. Reopen the keyboard
   You'll see blue line as they're enabled while they are not

Expected behavior
When reopened the keyboard buttons should be disabled
