Hide the D3D9 option on Intel Xe graphics. #16550

For whatever reason, it really doesn't work for me, while all three other backends work perfectly. So let's just hide it.

You can still enable it through the ini file for debugging purposes, but other than that there's really not much point as these machines have great Vulkan drivers and D3D11 and OpenGL work well too.
