EPIC: Optimistic Execution

Summary

There have been a few conversations on optimistic execution. We have been thinking of allowing chains to opt into optimistic execution. This issue is meant to capture the workscope needed to deliver optimistic execution.

• write RFC to capture different conversations
• ADR for how the sdk will adopt the changes
• Implementation can be broken down into many different issues from technical debt clean up to implementation of optimistic execution
