Setup Nextra documentation project

Description

Nextra was picked as an option for a documentation site. We should have this Nextra-Alkemio-docs as a separate git project and to be deployable as a service. The client-web would consume it in an iframe so it should be publicly accessible.

Nextra (with i18n) requires a node server, otherwise, it produces a static site.

Acceptance criteria

• Create a new repo in Alkemio - docs
• Upload the first version of Nextra Alkemio docs so the Product team can explore it.
• containerize the service
• dev-ops configurations: ability to build + deploy a container, create a develop build that results in a deployment on the develop instance
• configure client routing
• configure networking + deployment for all instances
