Can't change the hotkey Ctrl + Y for youtube timestamp #1248

Can you describe the problem and bug in more detail?
I want to set the youtube timestamp hotykey to another button, because Ctrl + Y is already used by something else.
How can we replicate the issue?
Search the settings, it's not there. In side pane you can click the settings icon and see that it is set to Ctrl + Y, but you can't change it.
Expected behavior (i.e. solution)
Being able to set it under settings -> hotkeys
