Be able to define a Timezone/UTC

Use case

The platform is currently in UTC. Therefore, when uploading some information with some dates in it, the date in the platform might not correspond given we use UTC.

Current Workaround

None

Proposed Solution

Therefore, it would be great to define a timezone/UTC specific time at the platform level to ensure that the time is correct.
It could be set otherwise at user level, but this makes less sense.
