* Remove downsides from subcontractors

Players will still have to pick carefully due to only having two subcontractor slots, but this removes the downsides from these less influential leaders, and should hopefully make the capitalist ones more practical.

* Buff research rate modifiers 

1.1 for common research line, 1.15 for niche

This puts it in line with first biosat and means early satellites heavy can't be completed in one launch anymore

Make the scientists that are relevant to the early game unlock a bit sooner. Half the scientists unlock after suborbital return/first bio now, with the rest still going off scisat
