DLC downloaded, disappeared and appeared again [2.8.0]

Platform: Steam Deck, SteamOS
Version: 2.8.0
Problem: DLC manager not working properly
Situation: Bought Industiers DLC for Cities Skylines and installation is vague

DLC installed when I forced updates, but DLC screen (last on 3-dot menu) has neverending loading wheel on every of them.
Game detected it, I played for a while but next time I launched it this DLC dissapeared. I forced updates again and it came back.

I don't know if its bug specific for me or this version has some fault.
How to properly install DLC with this version?
How probable is it to dissapear in future? :)
